This is a known issue with all nvidia drivers. From what I understand the driver assigns unique refresh rates to different displays in order to differentiate between them. In any case, I've detailed the solution here: http://ubuntuforums.org/showthread.php?t=810814
Please be aware that by disabling dynamictwinview you might no longer get plug&play for external monitors.
