This bug also affects me on a Desktop. With "xset dpms force off" the monitor goes off for 2s but after 1s the backlight goes on again. "sudo vbetool dpms off" has worked only ones.
Also, I think the affected package shouldn't be "kdebase-workspace (Ubuntu)", maybe it is dpms or the drivers fault.
