Expected behavior: The fan should cycle on and off to maintain cpu
temperature within a safe range.

Actual behavior: When first booted, the fan does not start running until
the CPU temperature reaches 75C ( I've installed lm-sensors to monitor
this). The fan then starts, on high I think, and remains on thereafter
even though the temperature quickly stabilizes at around 25C.

I can stop the fan by performing Suspend-to-RAM, and then the cycle will
repeat after resuming.
