Same issue with a Dell Inspiron 6000.
I did find that the other flag that does not key on idle time ("battery
time drops below...") works fine. I've resorted to unplugging my laptop
and letting the battery drain in order to force the computer to
hibernate after a few hours (and with <5 minutes of battery life left).
