There have been a few changes since I filed this bug: 1. the change to gnome-media made in response to bug 241973 has been reverted upstream (this probably won't help Intrepid, but should be fixed for Jaunty).
2. Upstream Picard has code to sniff .oga files to see if they are vorbis, flac or speex and treat them accordingly. Getting either of these updates solves the problem.
