Well, I'm not happy with the status and importance either. However, Daniel T Chen is a member of the audio integration team, so I presume he has better judgement than me.
It certainly is not a "Wishlist". The behaviour is definitely not normal in comparison with current and previous Ubuntu and Debian releases. It certainly isn't "Incomplete".
