As a work around, right click the deskbar applet, select preferences, and go to the "General" tab. Put a check mark in the option: Window Behavior "Stick to panel". Click Close at the bottom. To close the dialog box that deskbar creates when set this way, either hit the Esc key or click on the deskbar applet again.
