I am not a lawyer but I think that Dell is responsible here. Ubuntu
usually installs flawlessly if you do it yourself from a live CD or a
USB flash drive. That means that Dell screwed it up and not Ubuntu.
Since your Dell mini has no CD drive, you should probably use a USB
flash drive if you want to reinstall Ubuntu.
