So you're saying if you used fusesmb, that totem will stream from an SMB
share? Then why isn't it installed by default with Ubuntu? One would
think the everyday user wants this functionality.

You could use fusesmb found in universe.  My totem plays mp3s played
through nautilus when I browse to smb://myotherpc/sharedfolder/song.mp3
