I have to agree that this is a problem. I tried to install w3m-el-snapshot with just emacs-snapshot-nox and because of this dependency, it tried to drag in emacs22 with all the gtk, xorg packages that go with these. I did not want all of that. I had to install equivs and make my own emacs package to stop all the extra packages being installed. So I think that not only should w3m-el-snapshot have emacs-snapshot as a prior but also emacs-snapshot-nox. Why should you install all of the rest of the emacs to have this package if all you want is the emacs-snapshot package or in my case the emacs-snapshot-nox package.
