Yes this Bug still appears in my laptop it using Realtek chipset for network card (RTL-8139/8139C+ (rev 10)).
This happend when I go to properties of network connection (from desktop panel), click configure button and the bug tool start opening it self and report to gnome website, with all the technical detail (I have include the details in launchpad bug report site). Since this bug on my laptop still not solved yet, I use xnetcardconfig ver: 0.20-1 (network config tool) instead of using built in tool from ubuntu 6.10.
