The quote seems to be a bit misleading. You need to ad the line export DVDCSS_METHOD=title to the file .bashrc (note the dot!) in your home directory. You can do this either by opening that file in an editor and appending the line at the end of the file or by running echo "export DVDCSS_METHOD=title" >> ~/.bashrc from the command line.
