I'm not sure what other information is needed, any 32bit 3D application that reports the OpenGL extensions doesn't list GL_ARB_vertex_buffer_object, even though any 64bit application such as glxinfo that reports the extensions shows it. Also, I installed the 32bit version of Ubuntu on the same system and noticed that the extension isn't reported running pure 32bit either, so this bug should probably be moved to xserver-xorg-video-intel.
