I have the same problem: Start with Oxygen White theme Go into System settings, select the KDE classic theme & click on Apply The correct pointer shows throughout the settings window & my desktop Close the settings window Re-open the settings window - the pointer within the window is Oxygen White, & KDE classic outside in my desktop Reset theme to Oxygen White, apply & relogon (seems to take longer than normal)
