Are you new to Linux or have you tried a few different distro's? I find having a few tiny linux distro's around is great for fixing things like this. DistroWatch is good for scouting around and having a quick look at a few. There's even a distro called 'SystemRescueCd'.
I've used Wolvix-Cub on an old hard-drive to partition and install itself in a fairly small space and then edited it's menu.lst to pick-up on the other OS's i had on my dad's main drive and from there i hope to repair all the other troubles i got in by trying to install Windows. I like Wolvix cos its proper Linux rather than compressed like Puppy and it's Grub installer has a good, helpful Gui. SliTaz is a good distro too but my French is very ropey so i mostly just guess at what its asking when it gives up on translating for me.
