I was not aware of apport-cli, which seems to be what I want, except it
seems to require a www browser installed (not always the case on a
server). However I think I can live with this limitation, assuming it
actually exists.

Stop working? Why have a broken package in the distro? Why not just
remove it from Ubuntu (for now)? Optional: we could make apport-cli
install a drop-in replacement for reportbug (just a message to the user
telling he should use apport-cli instead is enough).
