HP is starting to release bios updates: rumor is that every laptop will be updated, prior to the Vista release. According to http://forums1.itrc.hp.com/service/forums/bizsupport/questionanswer.do?threadId=1075649 the recent bios update for nx7400 fixes cpufreq. I'm looking forward to a similar update for the nc6400 - maybe hp already has an update for your model?
