Whatever the behavior of pycentral, it is certainly a bug in Ubuntu that it doesn't have a helpful user interface that asks whether I want to override the setting during install, and it is also a bug that aptitude claims python-setuptools is now "partially installed," and if I let it finish the installation it generates a **crash report!**. Surely none of this is "intended behavior."
