pastebin.com has been, for months, at a level of sub-standard service and basically non-functioning.
As noted above, paste.ubuntu-nl.org is a working substitute. Personally, I patched my version of webboard to use pastebin.ca as its currently the highest rated server on Google for "pastebin" that works.
