I'm marking this as confirmed since it happens on my desktop and laptop
(both up to date jaunty).

If I right click on the gnome-panel clock, and select 'Adjust Date &
- Time', I am prompted for authorization. After entering my password, the
- authorization dialog goes away, but 'time-admin' is not launched. I see
