I'm not sure the name of the file is the culprint. I asked two friends winth different laptops to send me the contents of ~/.gnome2/gnome- power-manager, both of them are free of this bug, one has lots of files in this directory while the other one has four. There seems to be some problems in the naming of the files (some repated elements in some names):
