Is this still a problem in Intrepid? While I don't know what info is needed to debug an xbox controller problem, an important first step is to determine which package to file the bug against. Unfortunately, when I search for possible xbox packages with https://launchpad.net/ubuntu/+search?text=xbox I see that libxbox does not exist after Gutsy. Perhaps that in itself is the problem?
You indicate you think it's a kernel problem. One of the axis is inverted, and I cannot use the thing as a pointer device with xorg.conf like I used to in gutsy. I use a controller because of accessibility, it is better than the mouse for some use cases.
