According to http://www.sane-project.org/cgi- bin/driver.pl?manu=&model=&bus=any&v=04b8&p=0130 , your scanner is supported by the epkowa backend, which is not part of the sane-backends package, but of libsane-extras. Do you have the latter package installed?
