I support Simos' suggestion. I would not normally agree with a workaround like this but since it is a developer package it would be tolerable.
I also think current eclipse users would find it pretty intuitive. In the past (when eclipse was part of ubuntu) I always started eclipse as root when I wanted to install a plugin. That would be a great first step without having to heavily hack eclipse itself.
