I had the same problem while upgrading from dapper to edgy. However, I only saw this error after dropping to single user mode. Otherwise, installing initramfs-tools would hang forever when it tried to recreate the initrd, and output no error message.
Once in single user mode, this error appeared and the initrd would get created eventually.
