Public bug reported: Say I install a new GTK theme and remove it afterwards by clicking "delete" in "gnome-appearance-properties", "Theme" tab. Then there is still the whole data of the theme in ~/.themes. I don't think that this is intended, or is it? The thing is that I also had problems at times when I wanted to reinstall the whole theme again: then the old directory clashed with the new one (they had the same name).
