Ok--I guess the wording tripped me up.
If I understand this correctly, I'm supposed to go to my browser and see if 
there's a bug report for the app that crashed that matches what happened to me. 
 If not, I'm supposed to CREATE a new bug report and attach the crashdump.

I thought the apport app was supposed to create a new report for me with
an "ok" or "submit" button.

In the end, I believe this would be easier for the end user--rather than
figuring out how to attach a crashdump.
