Yes, libpam0g will deliberately restart wdm on upgrade; but it will only do this if the user explicitly confirms that wdm should be restarted, or if the user has disabled debconf from ever prompting during an upgrade. Sorry, but this restart needs to be done for the reasons stated in the debconf prompt, so this is not an error.
