I've had this error during the following upgrades:

2008-11-01:
cpio 2.9-13ubuntu2
ppp 2.4.4rel-10ubuntu2
popularity-contest 1.44ubuntu2

2008-11-10:
cups 1.3.9-2 (cupsd failed again on 11/18/08)

2008-11-18:
# dpkg --configure -a
dpkg: ../../src/packages.c:221: process_queue: Assertion `dependtry <= 4' 
failed.
Aborted

login 1:4.1.1-1ubuntu1.1
dpkg: error processing login (--configure):
 package login is not ready for configuration
 cannot configure (current status `triggers-awaited')
Errors were encountered while processing:
 login
E: Sub-process /usr/bin/dpkg returned an error code (1)
A package failed to install.  Trying to recover:
