I think you would be able to reproduce it with just slightly more testing time. 1000 logins probably isn't enough to reveal the problem. I just do while `true`; do ssh localhost echo '$$'; done and let it run for an hour, or overnight, and then I believe you'll see it. There's no special reason why this would affect a subset of systems. I see it on bone stock Ubuntu installations on perfectly ordinary computers. The only difference is that some operators exercise the login subsystem a lot more than others.
