as a side note, one can restore normal behavior when it's broken by removing and re-modprobing the psmouse module. Not a fix, but at least it doesn't require rebooting or restarting the X server. (btw the problem happens for me with xserver-xorg-input-evdev 1:2.0.99+git20080912-0ubuntu6.
