This issue was on Ubuntu 8.10. I removed libsane 1.0.19-6ubuntu1 adn synaptic also removed foomatic-db-hpijs, gscan, hpijs, hplip, sane, sane-backends, and xsane. I then INSTALLED libsane 1.0.19-1ubuntu3 and had to re-boot as the network connection went down (wiht the removal of the previous packages). A reboot brought the network back up.
Scanimage -L said the package wasnt installed, so I installed sane-utils from CLI (sudo apt-get install sane-utils) and version 1.0.19-6ubuntu1 was installed. I also installed gscan2pdf 0.9.25-1 The system now scans wiht my scanner, and appears to correctly work.
