Well,  fortunately through some more tweaking I made the problem go
away,  so it's going to be hard to reproduce what I was experiencing.
At this point I guess we can chalk it up to upgrade quirkiness.
Basically what I did to fix it was to delete my xorg.conf,  restart gdm,
and use the "screen resolution" tool to re-set up my screens.   After
that it seemed to work again.    My guess is that the applet/panel was
"confused" about where one screen started and the other one ended.

Having said that, if someone wants to close this bug, I wouldn't be
offended ;-)
