I (the OP) am running Dapper now. It just occured to me that the bug is still there. "Switch to another user" goes to console #9, while #8 is dead displaying the last boot messages.
/usr/sbin/lsof shows no process on tty8, X on tty7 and gettys on tty1-6. So it does not look like there are obvious processes still running. Alas, my Dapper system is not pristine anymore. Some non-default packages are installed, like sshd and vmware-player, which may influence the boot process.
