I don't how this happened:

$ dpkg -L language-pack-ar-base  | grep gimp

$ sudo apt-get install language-pack-ar-base --reinstall
/usr/share/locale-langpack/ar/LC_MESSAGES/gimp20-tips.mo
/usr/share/locale-langpack/ar/LC_MESSAGES/gimp20.mo
/usr/share/locale-langpack/ar/LC_MESSAGES/gimp20-libgimp.mo
/usr/share/locale-langpack/ar/LC_MESSAGES/gimp20-std-plug-ins.mo
/usr/share/locale-langpack/ar/LC_MESSAGES/gimp20-script-fu.mo

This is after an upgrade to Intrepid from Hardy. Weird.
