I can confirm this bug as well. After upgrading from Ubuntu 8.04 LTS to Ubuntu 8.10 beta, I noticed that "update-manager" and "update-notifier" were no longer working automatically. I was hoping that all of the updates from 8.10 beta to 8.10 final would fix the problem, but they haven't. I never get notifications of new updates on 8.10 final. It is necessary to do a daily manual update check, even thought I have a full time connection to the Net via cable modem.
I saw a 2007 bug report (#103473: Update-notifier is not showing all the time ...) One of the posters suggested: "A possible fix for this is to check /var/lib/apt/periodic/update-stamp and if it is is old and does not appear to get updated then we should warn that probably." After I performed a manual update check on Nov.9th, I looked at the file dates on the 2 time stamp files in /var/lib/apt/periodic: "update-stamp" (Oct. 15, 2008) and "update-success-stamp" (Nov. 9, 2008).
