Sorry for the late response to this.
The error you quote ("can't access tty; job control turned off") is not
actually the error that causes the system to fail to boot; it's
completely incidental and is in fact harmless in itself. Could you
please:
1) verify whether this happens with a current version of Ubuntu, 8.04 or
(preferably) 8.10
2) follow the procedure in https://wiki.ubuntu.com/DebuggingCasper to get us
more information on why the system failed to boot
