Public bug reported:

Binary package hint: upgrade-system

I have tried to upgrade two machines from 8.04 to 8.10 using the
alternative CD and cdromupgrade. At the start of this process you are
asked whether to download the latest version from the net.

1.On Machine 1 I answered "yes" and the upgrade proceeded to download
450MB - inother words, effectively the whole distribution. Unless 450MB
of updates had been issued in one day, that is.

2.On Machine 2 I answered "no" and the upgrade ran fast and from the CD.
Except that it didn't: when I ran update manager there was a slew of
uninstallable upgrades. No option for a distribution upgrade was given,
but that was what was needed, via apt-get.

The CD-ROM upgrade is a nice iea, but it would be nice if it used the
CD-ROm and did the upgrade. At the momnt it's either one or the other,
which is not a great deal of use.

** Affects: upgrade-system (Ubuntu)

8.10 cdrom upgrade either doesn't upgrade or doesn't use the CD-ROM
