I got the same problem with 2.22.1-0ubuntu1 on Ubuntu/Intrepid, but I succeeded in changing all the details using just time-admin (without sudo and/or gksudo), so authenticating in the resulting window... maybe it could be the same on Ubuntu/Hardy. Obviously, I'm running a 64-bit version.
