Public bug reported:

Fn+arrow keys (<--- and --->) works properly at welcome screen and while
booting. But after you log in, "Fn+(<---)" does the opposite of what it
should, and the same with "Fn+(--->)". Instead of decreasing brightness,
"Fn+(<---)" makes it brighter. Instead of increasing brightness,
"Fn+(--->)" does the opposite. A brightness bar appears when you press
these keys. When you press these keys at welcome screen, they work
properly and smooth (brightness bar does not appear). When you press
them after logging in, they work improperly. In ubuntu 8.04 live cd,
there was no the bug (I have checked this just now). Seemingly, after an
update, in ubuntu 8.04.1, brightness keys work not properly and not as
smooth as before.

(This bug affects also 8.10)
