I reckon the the goal is to use NetworkManager to talk with Bluez (via DBus), but the NetworkManager doesn't have proper support for bluetooth PAN/DUN yet. As for "just work" bit - NetworkManager should automatically discover available interfaces of the paired bluetooth devices.
This is just my guess though as I'm unfamiliar with bluetooth PAN/DUN. If you're able to get things working with compat binaries, it's all good.
