The essence of the bug is that when you switch from "manual backups only" to "custom backup settings" on the first page, the top selector on the "Time" page remains in the "never" position. If you go to the time page and select some backup frequency (daily backups at 4:00 are recommended for always-on PCs), then it will be saved.
