Found it on a Dell Latitude ATI Mobility M7 as others have mentioned.
Just attaching to this thread to I get updates.  Thanks all!  I
appreciate doing a google search and finding that others have grabbed
the bull by the horn.  This is a significant problem.  Just speaking
from a pragmatic standpoint (stepping back from HOW to properly fix it),
my laptop is basically unusable as a laptop.  I can use it as a desktop,
but one which I can't easily shut off the monitor.
