The only proper fix I can see for this is to have some kind of preference in something like Network Manager. It would have to be a user configurable setting because many people take their laptops to other countries which have different channel options. I guess it could also be possible to link it to the Locations for the clock. Or even a separate mini-system configuration GUI util.
I am disappointed that this was set to low importance in Bug #272407. It is a serious regression for European laptop users, I would have thought this group of users to be of a least a little importance.
