Actually there was a perfectly fine reason! Unused panel backgrounds are
out of scope and subject to change at any time. If there is a background
image you like, you should use it from your home directory to ensure
nothing weird happens to it.

Regrettably I do not have that image myself (could have sworn I'd made a
copy...), but this bug would be resolved better by someone simply
posting the panel background on a web site like gnome-look.

I think this would get a more satisfying response if it was a question.
