I reported a similar problem which got dup'd to this bug. Not certain they are related yet, but I do have one other detail to add. If I 'sudo rmmod gspca_vc032x" the gnome-power-manager wakeups fall in frequency.
I do think there may be another problem with gnome-power-manager. So, a 100mSec does in fact seem too short, but it is no longer caught by powertop once I remove the camera driver for my Sony laptop.
