I'm seeing the same in Epiphany linked against xulrunner 1.9. According to http://www.ietf.org/rfc/rfc2396.txt Appendix D, the href attribute "must be an absolute URI", but also states that "This appendix does not form a part of the URI specification and should not be considered as anything more than a descriptive example."
