This bug does not describe your problem as restarting X, KDE or just
opening a config dialog fixes this problem.  It would appear that this
problem is caused by the desktop plasmoid not resizing on every xrandr
change and neither does the panel move to remain at the bottom of the
screen.  The width of the panel is not relevant (yet) as I don't even
see it until my mode switches back to normal and then it looks fine
except for the desktop which doesn't resize back to normal to fill the
screen until one of the actions mentioned above.

BTW.  After checking the KDE 4 road map this bug (or at least part of
it) will likely disappear in 4.2, because the desktop painting methods
will be changed for 4.2, so it may be invalid after all.  Either that or
it will at least change.
