I don't think so. The dialogue says "Checking installed and available applications" and then "This may take one or two minutes" (?!?!), so it seems to be intended behaviour. It happens when I open the program and _after_ I install an application on all of my systems.
I can't see any bottlenecks in the terminal - but even 15 seconds would be unacceptable I think, considering that other package managers have negligible delays.
