Okay, on my Arch Q70 laptop, with a 2.6.27 custom-built kernel, I can now adjust brightness from the console with Fn+Up/Dn keys. X recognizes these keys also, but the Nvidia X driver wouldn't let to change the screen brightness from within X (this issue is really LONG aged). The issue is definitely in the Nvidia driver (I'm using the latest, 177.80, right now).
As for general laptop usage, I'd recommend to upgrade to 2.6.27 kernel and change brightness from the console with Fn-Up/Dn keys, because there is no need to use /proc/video/.../brightness with 2.6.27. For Ubuntu users, it might help to upgrade to the latest 8.10 beta, but do it _at your own risk_, as your mileage may vary with beta's :) If you don't want to upgrade to the beta tree, the only solution is to recompile the latest kernel from kernel.org yourself.
